Kathleen Latimer
Kathleen has recently joined Upper Quartile with six years experience in economic and social development with a private consultancy practice. She has expertise in research and evaluation of business support initiatives, learning and skills and workforce development.
Kathleen has worked extensively on behalf of Scottish Enterprise and the Scottish Government. She has also led or played key roles in high profile studies for Highlands and Islands Enterprise, Local Authorities, Regional Development Agencies, the Department for Education, the NHS and Local Health Boards.
Kathleen is a skilled interviewer and focus group facilitator. She has consulted widely with businesses in a number of studies including, the evaluation of investment and support provided by the Scottish Government to third sector enterprises, evaluation of the Scottish Co-Investment Fund, the interim evaluation of Mentoring For All for East Midlands Development Agency (EMDA); and an evaluation of a high growth coaching pilot for the South East England Development Agency (SEEDA).
Kathleen was part of the teams that completed economic impact evaluations of Scottish Enterprise interventions with Account and Client Managed (ACM) companies and of the agency's support to the Scottish textile's sector. Kathleen recently led a major sector profiling study to map and assess the impact of the social enterprise sector in the Highlands and Islands on behalf of HIE and a learning needs analysis on behalf of NHS Education for Scotland.
