Phase 2 of the Skills Assessment Project in the Iraq Ministry of Oil completed.

Working with the FCO and DECC – Upper Quartile have completed the second phase of the Skills Assessment Project in the Ministry of Oil in Baghdad.

 

Upper Quartile were very proud to have been involved in the first ever assessment and training programme with Ministry of Oil staff in Baghdad and Aberdeen in late 2009 and 2010; this was completed and regarded as a great success with the development of an outline Professional Competency Programme for 4 Directorates.   This work created a tool to identify skill-gaps in the Ministry; a behavioural competency framework was developed in-line with international best-practice and finally performance assessment tools and a roll-out plan developed.    Over the course of 2010 the work we did with our Iraqi colleagues has been disseminated throughout the Ministry and in early 2011 we were asked to return and run Phase II of the project.   

 

Phase II concentrated on building a streamlined, less complex approach; several new tools including a Combined International Competency Standard, Job Description and Performance Summary and guidance pamphlets for each grade.   Subsequent extensions may include communication tools, clear and simple tools and processes and Managerial Capability development through running a series of interactive workshops for senior staff and the DG’s of key Directorates.
